從技術(shù)市場視角看北京科研機(jī)構(gòu)技術(shù)轉(zhuǎn)移

摘要： 北京科研機(jī)構(gòu)輸出技術(shù)合同具有成交額先減后增,技術(shù)開發(fā)、技術(shù)轉(zhuǎn)讓合同所占比例較低,專利技術(shù)合同、重大技術(shù)合同、技術(shù)出口合同成交額都很少等特點(diǎn)?；诒本┛蒲袡C(jī)構(gòu)技術(shù)合同特點(diǎn)以及國家、北京市技術(shù)轉(zhuǎn)移相關(guān)情況,對北京市科研機(jī)構(gòu)技術(shù)轉(zhuǎn)移所具有的優(yōu)勢、劣勢以及面臨的機(jī)會(huì)、威脅進(jìn)行分析,進(jìn)而提出健全技術(shù)轉(zhuǎn)移法律法規(guī)、推動(dòng)產(chǎn)學(xué)研合作、加強(qiáng)技術(shù)轉(zhuǎn)移支撐機(jī)構(gòu)建設(shè)、加大知識產(chǎn)權(quán)保護(hù)力度、培養(yǎng)技術(shù)轉(zhuǎn)移專門人才等對策建議。
The technology contracts of Beijing research institutions have characteristics as follows: total trade amount first decreased and then increased;the proportion of technology development and technology transfer contracts is very low;the trade amount of patent technology contracts,major technology contracts and technology export contracts is few.Based on the characteristics of Beijing research institutions' technology contracts and technology transfer situations related to Beijing and our country,the paper analyzes the strengths,weaknesses,opportunities and threats of Beijing research institutions' technology transfer,and then puts forward recommendations such as to perfect transfer laws and regulations,promote cooperation among enterprises,universities and research institutions,strengthen IPR protection,cultivate specialized talents of technology transfer and so on.
