國際智庫評價圖譜:基于利益相關(guān)者的演化述評

摘要： 智庫是國家軟實(shí)力的重要組成部分。作為溝通權(quán)力與知識的橋梁,智庫具有廣泛的社會聯(lián)系,是典型的利益相關(guān)者組織?；诶嫦嚓P(guān)者視角,將國際智庫評價體系提煉為8種類型。高質(zhì)量的智庫評價體系不僅過程可重復(fù)、信息可公開、結(jié)果可激勵,而且與國家政治制度和發(fā)展階段有機(jī)協(xié)同。建立有明確功能指向的自主評價體系,關(guān)注細(xì)分評價市場,鼓勵眾多中小智庫的特色研究,探索獨(dú)具匠心的單項(xiàng)評價,都是中國智庫評價提升影響力與創(chuàng)新力的有效路徑。
The think tanks are one of the most important components of a country's soft power.Being the bridge connecting power & knowledge,think tanks are typically stakeholder organizations with extensive social ties.From the perspective of stakeholders,international think tank evaluation systems could be refined into eight categories.High-quality think tanks evaluation system is not only repeatable in process,open in information and inspiring in results,but also coordinates with the national political system and the development stage organically.Establishing an independent evaluation system with explicit functions,focus on market segments,encouraging professional research by small and med-size think tanks,exploring theme evaluation with unique ingenuity.These are efficient approaches to enhancing the influence and innovation of Chinese think tanks evaluation.
