市場(chǎng)機(jī)制與政府干預(yù)的耦合:基于中英家長(zhǎng)擇園比較的反思

摘要: 家長(zhǎng)擇園是學(xué)前教育市場(chǎng)供給背景下的重要活動(dòng)。通過對(duì)中英兩國家長(zhǎng)擇園經(jīng)歷的比較分析發(fā)現(xiàn),家長(zhǎng)擇園的質(zhì)量刺激功能具有合理性和事實(shí)性,但只有基于全面、客觀的質(zhì)量信息做出的理性擇園,才能發(fā)揮積極、正向的質(zhì)量促進(jìn)作用。此外,家長(zhǎng)的質(zhì)量追求具有有限性、片面性、從眾性,還受到諸多客觀因素限制。政府在學(xué)前教育市場(chǎng)干預(yù)中應(yīng)充分認(rèn)識(shí)家長(zhǎng)擇園的功能及其限度,創(chuàng)造學(xué)位充足、質(zhì)量穩(wěn)定、信息公開的擇園環(huán)境,積極運(yùn)用其他政策手段激勵(lì)學(xué)前教育機(jī)構(gòu)持續(xù)提升保教質(zhì)量。 Childcare choosing is an important activity in the context of market provision. By comparing the choosing experiences of Chinese and English parents, this research found that parental choosing has a reasonable and inevitable impact on provision quality. However, the occurrence of positive impact is based on rational choosing behaviors of parents who widely hold scientific ECEC ethos. Apart from that, parents have limited quality pursuer. Their quality judgement is also in lack of an overall perspective and can be infected by conformity and other practical limitations. The government should be aware of both the function and limitation of parental choosing and create a market environment with a high level of availability, quality consistency and information efficiency. It is also necessary for the government to use other policy incentives to encourage providers improving education quality.
